The United States Department of State designates Afghanistan under Taliban control as a wrongful detention country, citing the detention of American citizens by Taliban authorities. Marco Rubio, U.S. Secretary of State, stated that the Taliban are employing terrorist tactics, including detention and kidnapping, to gain political leverage and warned that such methods will not work with the current U.S. administration. He cautioned that travel by U.S. citizens to Afghanistan is unsafe due to the risk of arbitrary detention and urged the Taliban to immediately release Dennis Coyle, Mahmood Habibi, and other Americans allegedly being wrongfully held. Washington reports at least three U.S. citizens detained in Taliban prisons; among them, Dennis Coyle, 64, reportedly held by Taliban intelligence without formal charges. Another case involves Mahmood Habibi, the former head of Afghanistan’s civil aviation authority, who is believed to be in Taliban custody. The U.S. government has previously offered a $5 million reward for information leading to Habibi’s location or safe return, though the Taliban deny holding him.
