Mr. President,2. Syria has travelled a considerable distance in a remarkably short period. What began as a moment of profound transition is increasingly becoming a process of national consolidation: rebuilding State institutions, restoring Syrias unity, reconnecting with the region and the wider international community, and laying the foundations for recovery after years of devastating conflict.3. We appreciate the determined efforts of the Syrian government in steering the country through this consequential period. 4. We welcome the continued efforts towards the unification and consolidation of the Syrian State. Progress in the implementation of arrangements concerning the northeast, including the integration of the Syrian Democratic Forces and other institutions into the structures of the State, represents an important step towards restoring Syrias unity. We encourage all concerned to continue addressing outstanding matters through dialogue, accommodation and mutual understanding. A process that brings all Syrians together and strengthens national institutions will provide the strongest foundation for Syrias future.5. We equally recognize the considerable efforts being undertaken to restore governance, security and normalcy across the country, despite immense challenges.6. The fight against terrorism remains critical. The terrorist groups, including foreign terrorist fighters, continues to pose a threat. Syria should receive the international cooperation and capacity-building support necessary to confront terrorism effectively, in accordance with international law.Mr. President,7. Syria continues to bear the enormous economic, humanitarian and infrastructural consequences of years of conflict. In this context, the lifting of sanctions by the United States and the European Union represents an important step forward. The growing investment and economic engagement of partners and brotherly countries, including from the Gulf region and the European Union, will contribute meaningfully to restoring livelihoods and creating the foundations for development.Mr. President,8. At this critical juncture, Syrias transition must not be undermined by external actions.9. Israels continued military activities and presence on Syrian territory constitute violations of Syrias sovereignty and territorial integrity. Syrias sovereignty, independence, unity and territorial integrity must be fully respected, along with strict observance of the 1974 Disengagement of Forces Agreement and relevant Security Council resolutions.10. We strongly condemn the recent incursions into Syrian territory by senior Israeli officials, including at Mount Hermon, which constitute a flagrant violation of Syrias sovereignty and territorial integrity. Israel must vacate Syrian Golan and other occupied territory in Syria.Mr. President,11. The Syrian people have endured extraordinary suffering.
