Senator Bushra Anjum Butt argues that ensuring women and girls’ access to justice is foundational to gender equality. She outlines how discriminatory social norms, economic inequalities, and institutional constraints create systemic barriers to protection, remedies, and accountability for women worldwide, with marginalized groups bearing the brunt. In Pakistan, Parliament has strengthened protections through laws addressing honour crimes, anti-women practices, workplace harassment, and rape and sexual violence, but law reform must be matched by sustained institutional implementation. Parliaments must not only enact laws but also strengthen oversight of justice institutions, secure adequate budgets, and promote accountability within the system. She offers three concrete recommendations: (1) regular parliamentary reviews of national legislation to identify and repeal discriminatory provisions while ensuring alignment with international human rights commitments; (2) stronger parliamentary oversight of justice institutions to ensure effective enforcement and accountability for gender-based violence; (3) sufficient resources to expand legal aid, victim support services, and gender-sensitive judicial mechanisms. Concluding, she calls for sustained legislative leadership and international cooperation to move toward justice systems that truly serve all women and girls.
